Q: Does it monitor power consumption and, if yes, how accurate ? Thanks!

The plugs with energy monitoring measure total energy used per day, the max energy used on any day, the running average, and the instantaneous power usage. This can be split out to per month or per year. Regarding accuracy, I don’t have anything to compare against but it seems accurate to me. The only issue is that the cost estimates only allow to the nearest penny (UK) whereas my tariff is measured down to the hundredth of a penny per kWh.

Q: I want one for my office so I can put a heater on before I get there, does this work at a 1 mile distance when they'll be on two diff wifis?

The plug will connect to your wifi at the address installed, you control from your mobile device which connects via home/office/mobile data. Just be careful what size heater you’re using so the prolonged use doesn’t exceed the capacity of the plug.

Q: Can this be programmed to switch on a device for a few seconds multiple times a day? I can’t understand if it can be programmed on seconds

You can use your apple homekit to set an automation to turn on at say 10:13am and then turn off at 10:15am - so it would be by minutes not seconds. They work really well with Homekit

Q: Will these work on TV's?

Yes is the short answer, it would be ok as long as the device your plugging in meets with the respective fuse ratings. Really it doesn’t matter what you connect, I had a tv, I had washing machine and a tumble dryer and a tall freezer. So the tv should be just fine.
