it does not make sense to plug in two cables. There are 2Amp or 3Amp USB power adapters in the market. Most of the iPad power adapters are 2Amp. iPhone's adapter is 1Amp.

Not the manufacturer, but it's more economical to buy the 4-bay chargers anyway. With one 8-bay, and one 4 Bay, you can discharge 8 cells and charge 4 cells at once, which is the optional setup for measuring capacity in terms of bang for your buck.

Q: It says this can charge 1.2v aa batteries. can it handle 1.5v aa li-ion batteries safely?

It can handle li-ion batteries; but you should not charge a AA Alkaline batteries.

Q: Can it charge 1.5v batteries?

yes however it must be high quality cells of high-ish capacity otherwise it might put current pulses into the cells that cause false "charge done" detection or even detected as "bad cells" with all nimh/nicd 1.5v cells a dumber charger that pumps in 10-100ma over a long time is more reliable and less harsh on cells
